As the United States Government contemplate

suggesting the world-wide adoption of such proposals

(some of which we regard as impracticable) they would

presumably find the less difficulty in urging upon the

Persian Government a reduction of poppy cultivation and

a control of exports of the more limited character

sought to be established by the suggested King's Regulation.

Perhaps they would also be willing to intimate privately

to Dr. Millspaugh that they hope that he will assist

in securing the desired co-operation of the Persian

Government.

Is it not possible that the United States

Government may genuinely welcome a spontaneous offer

of the chance of acting with us in an attempt to secure

the practical application of some of their own principlest

And if they do, ought it not to facilitate the task of

obtaining the concurrence of the Persian Government? On

the other hand if they decline such an opportunity, they

will hardly be able at the Opium Conferences next November

to assume an air of being more zealous than His Majesty's

Government in promoting practicable steps for an improvement

in the world opium situation.
